Who are Dynamic Mobile Billing (“DMB”)?
DMB is one of the UK’s largest providers of phone payment and messaging services for businesses in the digital content, gaming, entertainment, media, parking and travel sectors.
DMB’s services can be used for paying for goods, services, tickets and content provided by its clients to consumers. Client services are charged to the consumers phone bill.

Who regulates phone-paid services?
The Phone-paid Services Authority (“PSA”) regulates the payments of content, goods and services billed to a phone.
The PSA are a regulator, not an ombudsman or arbitrator. PSA are not able to take up individual cases or authorise refunds. Instead, as a regulator the PSA look at issues across the market; monitor the services in the market to make sure services are compliant with the PSA Code of Practice and consumers are not harmed.
